For K-12 districts, procurement decisions are shaped by more than timing. They are influenced by the individuals who define needs, frame implementation expectations, and align priorities before an RFP is drafted. Vendors who understand the distinction between formal decision makers and informal influencers are better positioned to build alignment early.

In Part 1 of our K-12 Procurement Cycle series, we explored how districts move through a year-long process before solicitations are released. Understanding when to engage is critical, but timing is only half of the equation. Tools that help vendors track when solicitations are released are valuable, and most effective when paired with a clear understanding of who shapes the work before it is formalized.<\/span><\/p>

Once you know when to engage, the next question becomes just as important: who should you be talking to before the RFP begins taking shape?<\/span><\/p>

Selecting a vendor through procurement is the final step in a collaborative district process. A team of decision makers will ultimately review submissions, score proposals, and award contracts. But long before that happens, another group is shaping the work in quieter, but equally powerful, ways: influencers.<\/span><\/p>

Recognizing the difference between authority and influence helps you determine whether you\u2019re shaping the work early, or stepping into a process that\u2019s already been defined.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

In most districts, the individuals who formally approve contracts are not the same as those who shape the scope of work. Procurement directors, superintendents, chief financial officers, and school boards hold formal authority. They control budget approvals, contracts, and final vendor selection.<\/span><\/p>

But formal authority doesn\u2019t automatically mean early influence.<\/span><\/p>

RFP language outlining requirements for implementation models, reporting expectations, professional development, assessment alignment, or instructional frameworks often originates elsewhere. By the time a decision maker is reviewing and scoring submissions, the core decisions about what kind of solution the district wants have already been made.<\/span><\/p>

Building relationships with decision makers remains important. But if you engage only with those who sign contracts, you may be entering the conversation after the foundational decisions have been set.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t
