Most vendors operate under a reasonable assumption: a strong proposal earns a strong score. That’s not wrong. But it’s incomplete, and that gap costs contracts.<\/p>

The reframe that can change everything is simple, and obvious once you see it: Scoring isn\u2019t about finding the best proposal. It’s about eliminating the wrong ones \u2014 and then finding alignment.<\/span><\/em><\/p>

Picture the other side of your submission: a stack of proposals, a rubric, a committee of reviewers under time pressure. That first pass isn’t about finding the best match. It’s about removing submissions that didn’t follow the rules.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

You Can Lose Before Anyone Reads Your Proposal<\/h2>\t\t\t\t<\/div>\n\t\t\t\t

There’s a phase in the evaluation process most vendors don’t know exists. It’s where compliance is an expectation and non-compliance is disqualifying. Before a single score is assigned, reviewers are removing submissions that didn’t meet requirements. In some districts, AI screens for compliance before a human reviewer ever opens a proposal. Your most compelling response may never get read.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

    You won’t win on compliance alone. But you can absolutely lose there.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

    The Rubric Is the Assignment<\/h2>\t\t\t\t<\/div>\n\t\t\t\t
    \n\t\t\t\t\t\t\t\t\t

    Districts publish evaluation criteria for a reason. They’re telling you exactly how you’ll be judged. Resist the instinct to organize your response around your own internal logic. It makes reviewers work harder, and that’s a problem for your score.
    <\/p>

    The scoring committee is often cross-functional: a principal, a finance director, a curriculum coordinator, all working from a rubric with a stack of submissions still to go. They are not inferring. They are not giving credit for answers that are technically present but buried. Make it easy for them to score you:

      And the best part is this actually eases the stress of creating a response. If you look closely, a lot of the decisions have been made for you. You\u2019ve just got to follow them.

      Find the Winning Themes \u2014 Then Speak Their Language<\/h2>\t\t\t\t<\/div>\n\t\t\t\t

      Every solicitation contains more signals than most vendors extract. The weight assigned to each criterion, the specific language used, what’s mentioned repeatedly \u2014 all of it tells you what the district actually cares about. These are the winning themes that sit underneath the stated requirements.
      <\/p>

      For example: a solicitation seeking “a supplemental math solution to help students meet grade level expectations” is signaling something about learning gaps and accountability for the students most affected by them. The response that wins doesn’t just describe a math product \u2014 it speaks directly to students who have fallen behind and need a path back, using the district’s own language to do it.<\/p>

      Another example: a bid asking for “a professional learning provider to help teachers feel prepared to support all learners” may be posted by a district navigating significant IEP and ELL demands. The response that wins doesn’t just describe a PD model \u2014 it demonstrates that your approach equips teachers for the specific legal and instructional responsibilities they’re carrying.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

      \n\t\t\t\t\t\t\t\t\t

      A simple tip to help you uncover themes once you’ve understood the criteria is to read the solicitation three times:

      1. Once for requirements<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

      2. Once for language patterns<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

      \n\t\t\t\t\t\t\t\t\t

      3. And once for what the RFP reveals about what this district has been struggling with<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

      That third read is where your winning themes live.

      Write for the Reviewer in the Room, Not the Expert in Your Head<\/h2>\t\t\t\t<\/div>\n\t\t\t\t
      \n\t\t\t\t\t\t\t\t\t

      Vendors know their solution well. They’ve spent time with it, refined how they describe it, and developed language that captures what makes it work. That investment is real. And in an RFP response, it can work against you.
      <\/p>

      There’s a difference between selling your product and responding directly to a stated need. Leading with your best general description of what you do is essentially a cold call: you’re broadcasting the highlights and hoping they land. RFPs aren’t the time for that, because you actually have something a cold call never gives you. The district has told you exactly what they need to see and understand in order to make their decision. Use it.<\/p>

      This means restraint is your friend. You may have language you love that just isn’t doing the specific job required right here, right now. Leave it behind. Stick to what you’ve been asked, and use those boundaries to really sing about the pieces this particular district is telling you they need to hear about.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

      The Scorer Is Your Real Audience<\/h2>\t\t\t\t<\/div>\n\t\t\t\t
      \n\t\t\t\t\t\t\t\t\t

      Responding to an RFP isn’t an exercise in showing the review team what a great storyteller you are. It’s the moment to use those skills to authentically show them: yes, I have what you’re looking for. Let me answer your questions so you can do your job. I’m not here to tell my story my way. I’m here for you, not for me.
      <\/p>

      Every decision you make \u2014 how you organize it, the language you use, how much you explain \u2014 should come back to that. Not what you want to say. What they need to hear.<\/p>

      And here’s what makes that exciting: you already have everything you need. The rubric tells you how to organize. The criteria tell you what to address. The language in the solicitation tells you how to say it. Most vendors are working harder than they need to because they’re bringing their own structure to a process that’s already handed them one.<\/p>

      The vendors who win consistently aren’t writing better proposals. They’re writing differently \u2014 with the scorer in front of them at every decision point. Once you start reading solicitations that way, you can’t unsee it. The structure becomes obvious. The themes surface. The response almost writes itself.<\/p>
